Work Hours: Full-time: 40 hours/week
Salary: Ordinarily Resident (OR): FSN-09. In accordance with Local Compensation Plan (starting annual salary for developmental level: $ 19,686; starting annual salary for full performance level: $ 22,107). (*Position Grade – FSN-09 – Full performance level: Candidates may be hired on a developmental level, i.e. one pay grade below the full performance level in order to receive training and to acquire knowledge of U.S. Government specific regulations and operating procedure.)

Not-Ordinarily Resident (NOR): FP-05*

*Final grade/step for NORs will be determined by Washington.

The U.S. Embassy in Ashgabat is seeking an individual for the position of Human Resources Specialist in the Human Resources Office.

Basic Function of Position

Under the supervision of the American Human Resources Officer, the incumbent is responsible for supervision and performance of the full range of human resources (HR) functions performed at post. Serves as the primary HR advisor to the Human Resources Officer. The incumbent is also responsible for various areas in the HR administration, including, but not limited to the maintenance of the Local Compensation Plan, development of HR Policies, position management, American employee personnel services, discipline and grievances, and general personnel management. Oversees awards, recruitment, performance evaluation, pay administration programs and supervises two HR Assistants and one HR Clerk.

Qualifications Required

All applicants must address each selection criterion detailed below (either option A OR option B) with specific and comprehensive information supporting each item.

Option A (original requirements)

1) Education: University degree in Human Resources Management, Law, or Public/Business Administration is required.

2) Prior Work Experience: Three years of progressively responsible experience in human resources management and/or administrative support experience that included work in the areas of law, personnel or records management, application of complex regulations. One year of supervisory experience is required.

3) Language Proficiency: Level IV (Fluent) speaking/reading/writing English, Russian and Turkmen. (This will be tested).

4) Knowledge: Knowledge of Turkmen Labor Law and local social security system.

5) Skills and Abilities: Ability to draft in a clear, concise and grammatically correct manner. Ability to communicate with all levels of the Embassy staff and outside contacts in host government organizations and international organizations. Ability to keep confidential personnel information. A high degree of analytical ability in order to make correct position evaluations. Ability to interview job applicants. Ability to make sound judgments and substantive recommendations pertaining to human resources/payroll matters to the supervisor and customers. Skills in using PC, including Internet resources.

OR

Option B (substitution of experience for education applied)

1) Education: Two years of general college studies.

2) Prior Work Experience: Five years of progressively responsible experience in human resources management and/or administrative support experience that included work in the areas of law, personnel or records management, application of complex regulations. One year of supervisory experience is required.

3) Language Proficiency: Level IV (Fluent) speaking/reading/writing English, Russian and Turkmen. (This will be tested).

4) Knowledge: Knowledge of Turkmen Labor Law and local social security system.

5) Skills and Abilities: Ability to draft in a clear, concise and grammatically correct manner. Ability to communicate with all levels of the Embassy staff and outside contacts in host government organizations and international organizations. Ability to keep confidential personnel information. HIRING PREFERENCE SELECTION PROCESS: When qualified, applicants in the following hiring preference categories are extended a hiring preference in the order listed below. Therefore, it is essential that these applicants accurately describe their status on the application. Failure to do so may result in a determination that the applicant is not eligible for a hiring preference.

*IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of the most recent Member Copy Four (4) of the DD-214, Certificate of Release or Discharge from Active Duty, and, if applicable, a letter from the U.S. Department of Veterans Affairs. If claiming conditional eligibility for U.S. Veterans’ preference, applicants must submit proof of conditional eligibility. If the written documentation confirming eligibility is not received in the HR office by the closing date of the vacancy announcement, the U.S. Veterans’ preference will not be considered in the application process. Mission HR’s decision on eligibility for U.S. Veterans’ preference after reviewing all required documentation is final.

** This level of preference applies to all Foreign Service employees on LWOP.

Additional Selection Criteria:

Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

The candidate must be able to obtain and hold the following: local security certification.
